Are you sure you do not have more than one apache?

Try

# locate httpd

And see if there is more than one. If so, verify which one is running

(Assuming you started apache w/ apachectl)

#which apachectl

Then scan through that apachectl script and see which executable it is really running. I have
been surprised sometimes that it wasn't the one I expected.
