You must start your HTML output exatly like this.

print "Content-type: text/html\n\n";
print "<html>\n";
print "<html><head><title>your site titel</title>\n";

after this you can do it your way like this

print <<ENDOFTEXT;

</head>
<body>

</body>
</html>
ENDOFTEXT
