First of all, Ben, your knowledge base is a bit small. As you said,
you're a newbie, so it's expected that you have troubles. So do this:
1. Get one or three good introductory books on Windows. Read them
thoroughly with emphasis on how to use the DOS command line and on
email.
2. Configure your mail user agent (MUA) to use plain text only. HTML is
impolite. Every MUA handles text. Not all MUAs (or their users) handle
HTML or that MS abomination, tnef (or whatever).
3. Set your MUA to wrap at 72 columns. Long lines are hard to read.
4. Go to these sites and read the howtos on email list etiquette and
protocol:

http://www.netmeister.org/news/learn2quote.html
5. Go to the Apache site and read the documentation.
http://httpd.apache.org/docs/ if you run 1.3.x, or
http://httpd.apache.org/docs-2.0/ if you n 2.0.x.
There will be many new terms that are new to you. You will just have to
study and read a bunch to become familiar with them.
6. After you are conversant with Windows and DOS, and after you have
well and truly Read The F***ing Manual, you will be more able to form
terse, pertinent questions *and* understand the answers.
As your skills and knowledge expand, a lot of the fog will dissipate.
Soon you will be answering the very questions that so confuse you now.
Before long, you'll even be ready for a modern OS.;)
