Joshua,

Thanks for responding.  I'm no expert here so bear with me please.  I
haven't seen examples of implementation as you have suggested below so
I'm kind of winging it.  So I added the lines of code from the .htaccess
file into the httpd.conf file like so:

<Directory "/var/www/html">
 AllowOverride AuthConfig
 AuthType Basic
 AuthName "ECW Restricted Area"
 AuthUserFile /var/www/passwords
 Require user linn
</Directory>

Does that make sense?  I restarted apache but it still doesn't work.

To the original poster: instead of using the .htaccess file, simply
place
the auth directives inside the appropriate <directory> section in
httpd.conf.  That eliminates one source of problems.
