That needs to be inside the VirtualHost section.

The "R" and "P" are mutually exclusive.  "R" means external redirect (ask
the client to fetch the new URL.  "P" means proxy (grab the url using HTTP
and return the results to the client).  I think you want to just delete
the "R".

Also, use the RewriteLog!
