What I have now is:
<!--#set var="keys" value="whatever..." -->
<META NAME=Keywords CONTENT="<!--#echo var="keys" -->">
....
<!--#include virtual="/cgi-bin/goog.pl?${keys}" -->

and it works like a charm.
