Subject [users@httpd] charset tag on apache 2.0.x

We have noticed that the "charset" tag in the head of an html document:

<META HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=ISO-8859-7">

is not properly interpreted by apache 2.0.x, so the html pages are sent to the 
browser with the default charset. With Apache 1.3.x the same pages is 
correctly sent to the browser.
How can i make apache2.0.x correctly interpret this tag?
