Subject [users@httpd] restrict some IP to accessed an URI

Hello folks,

I need help with rewrite ,
the purpose is block some IP address to accessed an URI.
example :

http://www.mydomain.com/to/restricted on accessible from 10.32.1.1

i already define like this 

RewriteCond %{REQUEST_URI} http://www.mydomain.com/to/restricted [NC,OR]
RewriteCond %{REMOTE_ADDR}      !^10\.32\.1\.1$
RewriteRule ^(.+)       http://www.google.com [R,L]
RewriteLog      "/www/logs/rewrite.log"


But still no effect 
please help me ..
