Your server is starting to swap, which is why you are getting the
performance degradation.  Unfortunatly, PHP is known for leaking mem, so you
might want to have apache gracefully restart every night or so.  Just stick
an executable file in /etc/cron.daily with (minus the -- lines):

-- begin
#!/bin/sh
/path/to/apache/bin/apacectl graceful
-- end

This won't work with a SSL site, you'd have to use the 'restart' option
instead of 'graceful.'
