Lukas:

Apache is running on a Red Hat Linux 7.3 system.  The document root is the
cgi directory defined in my httpd.conf file.  The web page that executes the
cgi is also in the cgi-bin directory (it's also a cgi).  The user setting in
httpd is set to "apache" (a user I created with permissions to run sqlplus).
