Here's what I got after a Squirrelmail install:

You don't have permission to access
/cgi-bin/php/squirrelmail-1.4.0-rc1/index.php on this server

And this is from trying to run squidGuard.cgi that was in there after
the installation:

You don't have permission to access /squidGuard.cgi on this server

Thanks for the reply and hopefully we can get this figured out soon!
