1. How do I know if that option is set on my ISP's side? (They're the worst
when it comes down to tech support) 2. How would the lines be written in the
.htaccess file?

Assuming your ISP has set "AllowOverride" correctly in httpd.conf, you can
use "ErrorDocument 404 /localfile.html" in an .htaccess file.
