I use both Apache and Flash...  over 80% of the browsers have flash in 
some from, but problem your have is not from Apache or Flash.  It's 
your HTML and the frame you set-up.  Your must use the <OBJECT> tag for 
Netscape browsers and the  <EMBED> tag for IE users.  You have not used 
them in your index.html or the html page is not showing up in your 
frame page.

Next time ask people who use the program.  Check with Flash user sites.
