Yes. I am aliasing that directory.
This is what I defined in httpd.conf

Alias /cvsroot/ /home/cvsroot/

The content is the .htaccess file is:
AuthName "BRASS CVS Access Authentication"
AuthType Basic
AuthUserFile /etc/httpd/cvsusers
require valid-user

I had user names and password in the /etc/httpd/cvsusers file.

All that looks good.

Sure.  But are you Aliasing that directory to some other URL.  What I 
mean, is how do you get to /home/cvsroot from the web?
