Subject [users@httpd] chrooted cgi-bin

Anyone know if it's possible (and maybe point me to some docs) to chroot
cgi-bin under apache?  I have successfully (using suexec) limited cgi-bin's to
just their user, but I want to prevent anyone from doing anything they really
shouldn't.
