Subject [users@httpd] Virtual Host problem

I have a Apache 1.3 running on a Mandrake 
The default homepage is alright and working fine.

I add a Virtual host in the httpd.conf as below

ServerName phpadmin
User apache
ErrorLog virtualapachelog
ServerPath /
Group apache
VirtualDocumentRootIP /phpadmin
DocumentRoot /etc/httpd

When I access the Homepage, the browser gave me the error below
You don't have permission to access / on this server.


Apache-AdvancedExtranetServer/1.3.26 Server at phpadmin Port 80

The error log in Apache show as below

[Mon Dec  2 12:01:17 2002] [error] [client] client denied by
server configuration: /phpadmin
[Mon Dec  2 12:11:35 2002] [error] [client] client denied by
server configuration: /phpadmin

What I have to do to correct this problem?
which permission should I gave to the directory?
