It is TRUE, if apache is not started with the option -z.
So happily, I tried to use -z, but unfortunately, in Win32 this
option is not allowed. It is rejected by the check for the command line
arguments, although it is used in the #ifdef Win32 part.<<

Where do you see that?  The -z option may be used on Win9x only since it has
no services.

You said that your app runs as a service, and therefore cannot start another
service?  Is there no API to start/stop services in Win32?  Can you not use
the command line stuff?  That's probably going to be your only option
besides hacking the source.
