Do you have that directory specified as a script dir?  Ex:

ScriptAlias /cgi-bin/ "C:/web/dearagua/cgi-bin/"

<Directory "C:/web/dearagua/cgi-bin/">
    AllowOverride None
    Options None
    Order allow,deny
    Allow from all
</Directory>

Why do you want to execute a html file anyway?
