Subject [users@httpd] orphans, hung threads, and 200s

Can anybody tell me what causes orphans and hung threads to run for days 
when the Apache log file shows 200 with no errors in the error log?

If you look at the server-status page, it shows many processes hung with 
a permanent "W" showing tens of thousands of seconds for requests that 
the log file says completed successfully.

Doing a "ps" shows orphans from this too.  The orphans are caused by the 
log rotation routine.  When there is a hung thread (a "W"), and the logs 
are rotated via a graceful restart, the hung threads become orphans.

We are using Apache 1.3.23 from RedHat RPM distribution on RedHat 7.3.

The exact same web sites did NOT have this problem under RedHat 7.1 with 
Apache 1.3.22 from RPM.

PLEASE, can somebody recommend a course of action (Joshua? Owen?)?  I 
have no hair left to pull out.  Thanks.
