Subject [users@httpd] please help "Internal Server Error"

I created an html form, ship.html. it's so simple with
a few test fields and this line:
<form action="/cgi-bin/confirmform.cgi" ...other
attributes here...>

The "confirmform.cgi" is a perl program which process
the form. 
I have "ActiveState Perl 5.6" installed on my
computer. I can run the desktop programs 
with .cgi extension( it doesn't matter ).
I, too, have recently installed the "Apache 2.0.43" on
d:\apache2 from my computer that it's name is 

"myserver", so I can see my "apache server" starts and
shows it's face when I use 
the address "http://myserver:80/" or even
There is NO conflict in port setting with other
servers, like TomCat, on mymachine. But,
when I try to submit the "ship.html" form, which
refers to "confirmform.cgi" program for 
further processing, the "Internal Server Error" shows
itself on my browser and the error.txt 
file on "d:\apache\logs" sets to the message follows:
[Thu Nov 21 19:00:19 2002] [error] [client]
(720003)The system cannot find the path 

specified.  : couldn't create child process: 720003:
confirmform.cgi, referer: 

[Thu Nov 21 19:00:20 2002] [error] [client]
(720003)The system cannot find the path 

specified.  : couldn't spawn child process:
D:/apache2/cgi-bin/confirmform.cgi, referer: 


please let me know guys, what's wront with that.
