Subject [users@httpd] Perl CGI and css problem

I have a perl script that opens an html file that uses css and then
prints the html, however the css is not working. I have confirmed that
the the html/css is working by making an .html file and sticking it in
htdocs, and the script isn't broken, unless its something wrong with the
script. is there something I must configure in order to have apache let
perl print html that uses css? I'm using the default configuration (its
just my dev server).
