I think I'm missing something here. The problem is that you first set some
headers to no cache and no-store, afterwhich you do set an expire-value for
images?
Have you tried some like below?

<FilesMatch "\.(gif|jpe?g)$">
    ExpiresActive on
    ExpiresByType image/gif A2592000
    ExpiresByType image/jpg A2592000
    ExpiresByType image/jpeg A2592000
</FilesMatch>

<FilesMatch "\.(html|php)$">
    Header append Cache-Control "no-store, no-cache, must-revalidate"
</FilesMatch>
