That means that an appropriate HTTP header has not been issued by
the script. The reason that the script failed to emit those headers,
is unknown.

Make executables and dirs in the cgi-bin tree 0755. Never 0777 anything.
Even is it fixes a problem, something is still fundamentally broken.

Don't remember exactly, but I think you need to pick one or
the other handler (mod_cgi or mod_perl) but not both. However,
this may be the reason that the program does not run. Comment
out the ScriptAlias and associated directives, restart and see
if that helps.
