I am not sure why you would like to build when the binaries are available.
If you need just the Apache binary, you will get at
http://www.apache.org/dist/httpd/binaries/win32/

If you want the binary with OpenSSL packaged, get it from 
http://hunter.campbus.com/Apache_2.0.42-OpenSSL_0.9.6g-Win32.zip
