Are these mod_perl or just plain CGIs ?

If it is a plain CGI - Try this inside one of the directories:

#!/path/to/perl -w

use strict;
use diagnostics;

use CGI qw(:all);
use CGI::Carp qw/fatalsToBrowser/;

 print "Content-type: plain/text\n\n";

 while(<DATA>) {
    print $_;
}

__END__

We are determining error paths
to following for problem resolution...
