You should certainly NOT delete them while apache is running...

However, what usually happens is that after a while, you have a lot of
these files cluttering up the logs directory. If you want to tidy up,
then stop apache, delete the files and restart apache. Apache will
recreate whatever file it needs.

If you delete them, I'm guessing that apache will crash.
