Of course. You simply do something like "./configure --prefix=/etc/apache" and then the apache
binary will be /etc/apache/bin/httpd, the config file will be /etc/apache/conf/httpd.conf,
the logs will be /etc/apache/logs/access_log and so on...

This is all in the INSTALL file in the tarball.
