Subject [users@httpd] Can you restrict usage of .htaccess by IP?

Howdy all,

I have an Apache 1.3.22 server running behind a SpeedStream router.
The employees at this office use a web based calendering system located 
in cgi-bin.

What  I would like to do is set up access so that anyone outside of the 
local network would have to use an .htaccess file with user name and 
password to access the calender, and anyone local, 192.68.2.*, to not 
have to use it.

Now I realize I can redirect, allow and deny based on IP addresses, but 
is this possible?
