A properly configured OS should not require a software firewall.  Now, 
whether it is possible to properly configure WindowsNT/2000/XP is a 
question I don't consider myself knowledgable enough to answer.

Please read those bug reports I referenced.  Software firewalls on 
Windows do much more than you imagine.  They actually replace large 
chunks of OS networking code with their own code.  If they don't 
impliment this code entirely correctly, they will screw up other 
programs regardless of where the access comes from.

One hope is that, as Apache 2 becomes more popular, more people will 
report these bugs to the firewall companies and they will be forced to 
fix their interfaces.
