Don't use TransferLog.  You are just confusing yourself.  TransferLog is 
NOT an added feature to CustomLog.  It is a less powerful version of 
CustomLog.  Probably what you want is
CustomLog "|rotatelogs /apache/logs/apache.access_log 86400" combined 
env=!access_dontlog
(all on one line).
