Subject [users@httpd] Service Attackes hanging the Web Server

We are running Apache 1.3 on VMS (product actually called CSWS).

We have 4 different machines running the Apache web sights. We are 
getting Service attacks that are looking up HTTP servers on the machines.

Any ideas of how I might stop the Service attacks from disabling the 
Servers?
