How about -

RedirectMatch /Artist\?(\d+)/ /artist/index.php?$1

Also, another example:
RedirectMatch 301 nmap http://insecure.org/
RedirectMatch 302 .rinte.+ontr.+ang.+ge 
http://www.piclist.com/techref/language/pcls.htm
