Subject [users@httpd] What happens when httpd hits MaxClients?

What exactly happens when httpd hits MaxClients?  Seems like it pretty much
deadlocks, and nobody can get in until I restart the server.  Have I got
something configured wrong?  Will the site start responding again as people
stop flooding it?

Seems that, in my experience, once httpd hits MaxClients, there is no
backing down without restarting the server.  It pegs at MaxClients and
responds to nobody.
