You need to recompile php to support EAPI.  If you are using
the --with-apxs, just it is a matter of just running
./configure --with-apxs=/wherever; make && make install;

I would recommend not using 4.0.6.  Quite a bit has changed since it and
4.2.3, including (IIRC) fixing a couple security holes :-)
