Ok.. I did this, but now the rule is triggering for any URL in the domain.  So then the rule gets executed, and it
begins looping .. keeps redirecting to itself, which retriggers the rule,
etc.. I only want it to trigger if the page requested is 404.


Enable the RewriteLog so you can see what is (and what is not) matching.

Comment the RewriteEngine off.
