Subject [users@httpd] Bug or Feature? VirtualHost directive does not grog Options in Apache 2.0.40 (and lower version numbers too, probably)

Just a really easy question (don't spend more than 60s on this please):

Tried with Apache 2.0.40:

This setup **allows** indexes in URL http://wherever.com/analog/
....whereas IMHO it should not:

<Directory "/var/www/htdocs">
    Options Indexes FollowSymLinks
    AllowOverride None
    Order allow,deny
    Allow from all
</Directory>

NameVirtualHost *

<VirtualHost *>
    ServerName wherever.com
    DocumentRoot /path/to/root
    Options -Indexes------------------------+
    <Location /analog>                      | move it here?
       ...foo...               <------------+
    </Location>
</VirtualHost>
-------------------------------------------------------

I "fixed" this my moving "Options -Indexes" inside of Location
but is that the right way to proceed?

Then I though of another way which works:

-------------------------------------------------------
<VirtualHost *>
    ServerName wherever.com
    DocumentRoot /path/to/root
    <Location />
      Options -Indexes
    </Location>
    <Location /analog>
       ...foo...
    </Location>
</VirtualHost>
-------------------------------------------------------

In the same vein, some reports regarding this seem to go back, if not
to the Beginning of Time, then at least to Clinton era^H^H^H^H^H^H
a long time ago:

OTOH, a quick look-see on nagoya.apache.org does not list
anything in Bugzilla. So maybe its IS a feature (doubtful)
