Subject [users@httpd] won´t show /~username from outside

Within the network (inside the router) I can access the webserver like
this: 192.168.0.20/~username
But if I try to access it from outside the router I am not able to
access /~username pages.
But I can access just 192.168.0.20 from the outside and just see the
default page for apache.
Is this a router issue or an apache issue ?
