Notice it says "corresponding sections".  It doesn't say "all directives 
inside <VirtualHost> are applied after all directives outside 
<VirtualHost>".  So something inside a <virtualhost><directory /foo>
is applied after something that is just in a <directory /foo>.  But 
something that is just in <virtualhost> section without being in a 
<directory> section is applied BEFORE any <directory> section (but after 
things in the main server context).

Admittedly, the docs aren't crystal clear.  But if you think about it, 
it makes sense.  In any case, the advice to follow is what is given in 
the FAQ: Always apply directives to the most specific possible 
<directory> section.
