If you get the Apache 2.0.40, you can get a modssl binary from here:
http://www.madhon.co.uk/modssl/

You can get precompiled openssl for win32 at 
http://www.modssl.org/contrib/ftp/contrib/

(There you will also find an older version of Apache 2.0.37 and 1.3.26+mod_ssl binaries.)
