Gilles,

I can connect to it from SQLplus.

I still cant connect through the asp page. The question is, how does the DSN
get resolved to the TNSnames? 

I have the ODBC drivers installed already, do I need anything else? i.e.
ODBC environment

I know the topic is steering away from apache, but any help would be great.

First of all,

Can you connect directly to the database NOAH thru sqlplus ?

If not check the tnsname and eventually the listener of Oracle
configuration.
