Turn on +Indexes for the dir you want to allow indexing.

BTW, for your previous question, we'll need more info about the problem and
the symptoms.  Saying that "I am not able to
access /~username pages" doesn't help much.  We need to know if you are
getting a 404, a 503, the page hangs, server not found, etc.
