Wouldn't it be possible to have a Redirect directive that redirect to the
location it would be without the first Redirect? Like:

# In httpd.conf
Redirect /

# In .htaccess
Redirect / /
# ...or... (a bit rusty on Redirect syntax :)
Redirect /
