I have this in my httpd.conf file but it doesn't work:

<Directory "/var/www/html">

    Options Indexes FollowSymLinks MultiViews
    AllowOverride AuthConfig Indexes Limit
    IndexOptions FoldersFirst FancyIndexing IgnoreCase
    IndexOrderDefault Ascending Name
    HeaderName header.php
    Order allow,deny
    Allow from all

</Directory>
AddType text/html .php

Shouldn't this do the trick?  The folder that I want it changed on is
/zipfiles/.  The above statements work fine if I put in any other .html
file name for the document, but it doesn't seem to want to load
header.php

Exactly not.

As I understand your problem:
- you have switched on directory indexing on two dirs: dir1 and dir2
- you have one header resource in dir3 which you want to use for both
- HeaderName reads its argument relative to directory you are indexing
(dir1 or dir2), but Header.php is in dir3.
- So how do you get it to work?

My answer is to use symbolic links from dir1 and dir2 to dir3, i.e.

First make symbolic links:

cd dir1
ln -s /path/to/dir3/header.php header.php
cd dir2
ln -s /path/to/dir3/header.php header.php

then in httpd.conf:

<Directory /path/to/dir1>
  Options FollowSymLinks Indexes
  HeaderName header.php
</Directory>

<Directory /path/to/dir2>
  Options FollowSymLinks Indexes
  HeaderName header.php
</Directory>

AddType text/html .php

This last directive is important because the HeaderName resource must
return a document whose major content-type is "text" (see HeaderName
docs for details)
