You can calculate the transfered amount from the access log. It should be
pretty easy to code up a script that log file for current month (if you
rotate them monthly) with some interval (15 minutes, 1, 12 or 24 hours), and
sends you e-mails with the status. Then after rotating the log at the end of
the month calc up the total amount. That, or write your own module :) I
don't know mod_throttle well, but I doubt it is able to do what you want.
