This is a client side problem, not server side. Windows (IE) by default only
allow two concurrent connections to the same server. You can edit in the
registry how many connections shall be allowed, or if there shall be any
limit, but I don't remember exactly how.
Do this search:

r+registry

You'll find something usefull. In short edit the "MaxConnectionsPerServer"
key in the registry.
