I tried it, nothing happened, and I didn't see anything in the error
log.  What I want to do is have my nav menu load as a header under
directorys with file indexes.  How would I change the config to make
apache look for header.php ?

Just out of curiosity ... did you try? What happened? Was there an error
in the error log?
