I'm a little confused what exactly the problem here is, but your
first thing seems to be that (in IE?) the "loading bar" goes up
several times: "but it keep hitting like as am a setting a timer of
0.2 seconds to each request"? This is an IE thing AFAIK, it may be to
do with your use of frames (as it loads each page), as you imply
later.

Not quite sure what you mean here, are you seeing unexpected results
from the CGI script? One thing I noticed with MySQL was the way it
stored certain special characters (in my case it was the "cubed"/^3)
symbol is different if it is entered via PHP or the MySQL console.
This could easily be a character set issue, and probably not an
Apache one. If you could provide a URL to this script and the
relevant source for it, that would be very helpful.

This is (probably) a coding error. Double check all your frame names
etc in the frameset page, and make sure it's all being generated
correctly by the CGI. I can't think of any reason why Apache would be
at fault here (it doesn't see the output of CGI anyway AFAIK). It's
possibly an IE error, there are plenty of them ;)
