Thank you for looking into the problem - but this is not the issue.
Probably I did not explain it well. After compilling and installing the 
V.2.0.39, all it is installed in modules is httpd.exp. If I look in compiled 
directory "modules/proxy" there is only a libproxy.exe. There is _NOT_ a 
libproxy.so - no matter how many times I try to re-compile

Hi Alex,

>From what I understand, IfModule is used to test if you have already loaded 
the module or if it is compiled into the httpd binary.

It is not used to see if the module exists.

In Apache 2 you only need to do the AddModule line.

so if you have compiled libproxy as a DSO you need to do this line:
AddModule proxy_module modules/libproxy.so #(or replace modules with 
wherever your path to your modules are)

before you try the IfModule.

Others more knowledgeable please correct me if I am wrong.
