Hmmm... Seems rather unlikely, unless something went terribly wrong.

I'd start by upgrading to the latest release of Apache 2, to make sure 
you aren't being hit by a fixed bug.  Next, I'd try requesting the 
hitcounter cgi directly, without using an <img src>.
