This seems a little more complicated than strictly necessary.  Why don't 
you just use the printenv cgi script that comes with apache.

Anyway, your problem is most likely that you are using a full URL.  This 
causes an external redirect to be performed, which means all context 
info is lost.  Try:

ErrorDocument 403 /cgi-bin/403.cgi
